Designing an Agency Around Its Information Flows

There are three major parts to every government agency: people, processes, and data. How to use physical technologies and social technologies to best organize and structure people, processes, and the flow of data is an exercise in the constructional law. All of this is shaped by the Fitness Landscape and how well the agency adopts to uncertainty on the Fitness landscape.

In the next few postings, I will further explore this perspective to develop principles on organizing and reorganizing government agencies.
