How To Survive a Twenty-Month Shutdown

Between 2010 and 2011, Belgium's government was shutdown for over a year-and-a-half.  "One of the major lessons learned, they [two Belgian scholars] concluded, was that 'in mature democracies, a power vacuum is taken care of in a constructive, creative, and responsible way.'" It was also due to decentralized nature of Belgium's government. Might be some important lessons here for the New Theory of Government.
